To drive a foreign-registered vehicle in Russia, you need third-party liability insurance recognised in the Russian Federation. A standard Green Card issued for travel within the international system does not meet this requirement: Russia has not participated in the Green Card system since 30 June 2023.

If the vehicle owner has no other insurance document issued under an international system recognised in Russia, the practical solution is to take out a Russian OSAGO policy for a foreign-registered vehicle. OSAGO covers the driver’s liability to injured third parties, not damage to or loss of the insured vehicle itself.


What Is Russian OSAGO?

OSAGO is compulsory third-party liability insurance for vehicle owners. It is required in case the driver causes injury, death, or damage to another person’s property while using the vehicle.

When an insured event occurs, compensation is paid to the injured parties under Russian law and within the applicable statutory terms and insured limits. Having a policy does not mean the insurer must pay compensation in every circumstance: the cause of the accident, the nature of the damage, compliance with the policy terms, and other details of the event all matter.

OSAGO does not insure the owner’s vehicle itself. In particular, the policy does not cover:

  • mechanical breakdown;
  • theft or unlawful taking of the vehicle;
  • vandalism;
  • damage to the vehicle if its owner or driver caused the accident.

Protecting the vehicle itself requires separate voluntary cover, such as comprehensive motor insurance, provided such a product is available for the particular vehicle and policyholder.

What Is a Green Card?

The Green Card is an international motor third-party liability insurance certificate. It is used for travel between countries participating in the Green Card system.

The certificate’s territorial validity cannot be determined from its name alone. Before travelling, check:

  • whether the destination country belongs to the Green Card system;
  • whether the specific certificate covers that country;
  • whether the required territory is excluded in the document itself;
  • whether the certificate remains valid throughout the trip;
  • whether it can be used for a vehicle registered in the relevant country.

The Green Card is not a universal policy for every international journey and does not replace comprehensive motor insurance. Like OSAGO, it covers third-party liability rather than the vehicle itself.

Russian OSAGO and the Green Card serve a similar purpose — both insure the vehicle owner’s third-party liability — but they operate within different legal and territorial systems. They are not two names for the same product, nor are they interchangeable documents.

What Insurance Does a Foreign-Registered Vehicle Need in Russia?

Russian OSAGO law extends the insurance requirement to owners of vehicles used in Russia. A vehicle registered abroad and entering the Russian Federation must either be covered by an OSAGO contract or insured under an international insurance system recognised by Russian law.

A standard Green Card issued for travel in the countries of the current Green Card system cannot be treated as a substitute for OSAGO in Russia. The membership of the Russian bureau in the system was suspended on 30 June 2023, and previously issued certificates ceased to apply to reciprocal travel from that date.

Before entering Russia, you therefore need to check not merely whether you have a document called a Green Card, but whether your insurance coverage is specifically valid in the Russian Federation. If no other recognised international coverage is in place, a Russian OSAGO policy must be arranged for the foreign-registered vehicle.

The policy must be valid from the date the vehicle is first used in Russia. Before travelling, check the vehicle details, the owner’s or policyholder’s information, the authorised drivers, and the insurance period.

What Insurance Is Required for Other Countries Along the Route?

One policy does not always cover an entire international journey. The requirements must be checked separately for every country, including transit countries.

For example, a route may require several different solutions:

  • for driving in Russia — Russian OSAGO or another form of third-party liability insurance recognised in Russia;
  • for a Green Card system country — a valid Green Card certificate that covers the relevant country;
  • for a country where the existing certificate is invalid or unrecognised — frontier or local insurance.

Russian OSAGO alone does not replace compulsory third-party liability insurance outside Russia. Likewise, a Green Card does not automatically provide cover in every European country and is not valid in a country merely because it lies along the route to your destination.

A practical route-checking process:

  1. List every country you will enter or transit.
  2. Check the territorial coverage of each existing policy.
  3. Compare your travel dates with the start and expiry dates of the insurance.
  4. Confirm the requirements of any country for which your current coverage is insufficient.
  5. Arrange any missing policies before beginning the relevant part of the journey.
